Mandatory equipment in VUT: kitchen, bedrooms, HVAC and safety
Tourism inspection is not satisfied with the dwelling being registered: it checks that equipment meets the Annex of Decree 28/2016 and what was declared. After Decree 31/2024, the requirements have been refined and the official FAQ publishes a clear list organised by rooms. This article synthesises it in checklist format, indicating the regulatory source so the owner can prepare the audit in order.
HVAC tied to the declared period
Articles 6.1.e and 6.1.f of Decree 28/2016 link HVAC to operating periods:
- Cooling: mandatory if the dwelling operates in May, June, July or August. Centralised or not, fixed or portable, in rooms and living areas. Cave constructions are exempt.
- Heating: mandatory if it operates in December, January, February or March. Same flexibility, but no incandescent elements or combustion of flammable liquids/gases.
If you change from «summer only» to «all year», add heating before communicating the period modification, not after. The inspection may detect the inconsistency.
Mandatory kitchen equipment
Kitchen checklist
- Minimum two burners, oven or microwave, fridge.
- Utensils: crockery, cutlery, glassware, frying pans, pots, serving cutlery, corkscrew, opener, scissors, can-opener, drainer — all in quantity matching capacity.
- Small appliances: at least blender, toaster or grill, juicer and coffee maker.
- Storage furniture.
- Cleaning kit: scourer, cloth, gel cleaner, rubbish bags.
- Drying rack, iron and ironing board.
- Selective waste separation.
- Direct or forced ventilation for air renewal.
Bedrooms
Bedroom checklist
- Beds at least 80 × 190 cm (single) or 135 × 190 cm (double).
- Mattresses minimum 18 cm thick, in good condition, with homogeneous strength.
- Wardrobe or space for clothes per 4 places, with enough hangers.
- Light point near the bed.
- Bed linen, mantas/duvets and pillows in good condition, with a replacement set.
- Direct or patio ventilation (save protected-architecture exemption).
- Window darkening system.
Bathrooms
Bathroom checklist
- Toilet, basin, bath or shower.
- Hand soap, gel, shampoo.
- One hand towel and one bath towel per person.
- Non-slip floors in showers and baths.
- Washable bath mat.
- Proper lighting, mirror, hangers.
- Extra toilet paper, toilet brush.
- Plug next to the mirror.
- Shelf, hair-dryer and hygiene bin.
- Toilet must be separated and enclosed.
- Direct or forced ventilation.
Safety and waste
Safety checklist
- Smoke detector near the kitchen.
- Extinguisher.
- First-aid kit.
- Selective waste separation with informative detail.
Smoke detector and extinguisher must be operational, not just present. Inspection verifies extinguisher expiry dates and detector tests.
Information to the user and 24/7 support
Article 6.2 and the Annex require the dwelling to have:
- 24-h phone for queries and incidents.
- Entry and exit cleaning for new users.
- Official complaint and claim forms available, with a visible notice poster.
- Community rules, restricted areas, pet/smokers/waste/noise rules and evacuation plan (if any).
- Payment receipt for the user with the Decree's data.
- Information on Consumer Arbitration System and adherence, if any.
- TV, sockets in all rooms, basic utilities (electricity, hot and cold running water).
- Tourist information of the area, physical or electronic (leisure, restaurants, shops, parking, medical services, transport, town map).
- Usage instructions for appliances and devices.

Is air-conditioning mandatory?
Only if the dwelling operates in May, June, July or August.
Can I use butane heaters for heating?
No. Article 6.1.f bans incandescent elements and combustion of flammable liquids/gases. Heating must be electric, heat-pump, electric radiators, radiant floor or other safe systems.
Do I have to provide a coffee maker and toaster?
Yes. The Annex lists coffee maker, blender, juicer and «toaster or grill» as minimum small-appliance equipment.
How many towels per person?
At least one hand towel and one bath towel per person, plus the replacement bed-linen set.
Where do I place the evacuation plan?
On the dwelling's door, if the building has one. Obligation in Article 6.2.d.
