NRA denied: what to do step by step
NRA denial is not the end of the road. Many denials have viable solutions. The first step is to identify the exact cause.
Common causes
- Statutory prohibition of the tourist activity.
- Licence post-Law 1/2025 without community agreement.
- Lack of urban planning compatibility.
- Tourism Registry inscription not yet resolved.
- Standing not properly accredited.
Routes per cause
- Statutory prohibition: meeting to amend deeds (unanimity).
- No community agreement: meeting under Article 17.12 LPH (3/5 quorum).
- Urban planning compatibility: City Council report.
- Tourism Registry pending: wait for or request inscription resolution.
- Standing: update operating-party status.
Remedies
The denial qualification is appealable directly to the DGSJyFP within one month. The line of doctrine has been clear in 2025-2026 and the success rate without remedy of the cause is low. The most effective route is usually to address the cause and resubmit.
